Attorney McKinley is the owner of the law firm, C. McKinley Law & Associates, which focuses on education law, policy, and advocacy. Attorney McKinley was a 2015-2016 Fellow with the YWCA Georgia Women’s and Policy Institute (“GWPI”) where she and her cohort passed HB 827 (Rape Kit) legislation during the 2016 Georgia General Assembly to end the backlog of untested rape kits. She is a political strategist who assists candidates in national/local elections with campaign compliance, field operations, and effective messaging. Her passion is to engage with candidates and elected leaders who are committed to working on common sense legislation in particular bills that positively impact education.

Attorney McKinley is a graduate of Spelman College. In 2002, Teach for America (TFA) selected Attorney McKinley to work in the Atlanta Public School System as a first grade teacher in the Bowen Homes housing community. Following TFA, Attorney McKinley co-developed a community based after-school program, and simultaneously earned her teacher certification from Georgia State University in 2006.

In 2009, Attorney McKinley received her Juris Doctorate Degree from Florida Agricultural & Mechanical University College of Law located in Orlando, Florida. In law school, Attorney McKinley received a national merit scholarship from the Council of Legal Education Opportunities (CLEO); she was selected as a Public Service Fellow by The Florida Bar Foundation: she founded and was president of the Florida A&M University College of Law, Henry J. Richardson, III, International Student Association (ILSA) from 2008-2009.

Attorney McKinley is a member of the Georgia Bar and admitted to practice in the U.S. District Court for the Northern District of Georgia and the United States Court of Appeals for the Eleventh Circuit. Attorney McKinley is a former associate of the The Davis Bozeman Law firm where she practiced in the areas of civil rights and personal injury. Her prior experiences include practicing employment law in the Eleventh Circuit and working in Washington D.C. in the Office of Senator Michael F. Bennet on the No Child Left Behind (NCLB)/Elementary and Secondary Education Act (ESEA) reauthorization.
          
She is the mother of two young scholars, and enjoys traveling and cycling.
